With sponsorship from the British Government, UNDPKO commissioned New-Rule CEO Scott Carlson to collect lessons-learned in UN rule of law promotion. The Legal and Judicial Rule of Law Work in Multi-dimensional Peacekeeping Operations: Lessons-Learned Study began in June 2005 and reviewed a wide array of information that had been assembled within the Department of Peacekeeping Operations (DPKO) Criminal Law and Judicial Advisory Unit, field visits, phone interviews, research of the author, and other sources. The emphasis of this study was on practical lessons originating from actual UN experience in the field, and the observations included were “ground truthed” with a broad cross-section of UN personnel.
