From February through May 2018, New-Rule supported the implementation of the USAID Duteze Imbere Ubutabera (DIU) activity to increase access to justice and enhance the rule of law in Rwanda through: improving judicial effectiveness in both formal court mechanisms and community justice (Abunzi); and improving public understanding of judicial system processes and legal rights. DIU is a three-year program aimed at improving the effectiveness of Rwanda’s judicial system locally and nationally and improving public awareness of their legal rights.
In support of the Chemonics DIU consortium, New-Rule Principal, Scott Carlson, served as Start-Up Team Lead, Interim COP, and Senior Technical Advisor representing DIU with USAID and key counterparts. He oversaw the development and delivery of the Grants Under Contract (GUC) Manual, Workplan, and Monitoring, Evaluation, and Learning (MEL) Plan. Concurrently, he supervised the onboarding of staff, establishment of the project office, and setting up office policies and procedures.
