Strategic Partnerships and Latin America and the Caribbean (LAC) Expert
Chantal Agarwal is a Democracy and Governance (DG) expert with 19 years of experience developing and implementing United States Government-funded programs in rule of law, justice, human rights, gender, media freedoms, civil society strengthening, and citizen security in Latin America and the Caribbean. Currently, Ms. Agarwal conducts new business development by identifying and cultivating relationships and potential partners to support New-Rule’s mission and goals.
Most recently, Chantal led the LAC and MENA research teams for USAID’s Rule of Law Achievements Report for which she supported the design, implementation and analysis of data collection to assess USAID’s achievements in rule of law programming over a fifteen-year period from 2005 – 2020.
Before this, Ms. Agarwal served as a Senior Governance Specialist at DAI Global, providing subject matter expertise and conducted new business development on a large portfolio of DG projects in El Salvador, Egypt, Kosovo, Honduras, Mexico and Peru. As a senior manager for LAC at the American Bar Association Rule of Law Initiative (ABA ROLI), Chantal oversaw implementation of rule of law, access to justice and anti-corruption programming in half a dozen countries throughout the LAC region. As the co-chair of ABA ROLI’s Legal Education Reform Working Group, she oversaw assessments and provided recommendations on strengthening the legal education and legal profession abroad. She also brings field experience having served as the Interim Country Director for the International Republic Institute (IRI) in Venezuela.
Chantal holds a master’s degree in Latin American Studies from the George Washington University and a bachelor’s degree in International Studies from the University of Maryland. She is fluent in English and Spanish and conversant in French and Italian.
