New-Rule Principal, Scott Carlson, has authored a chapter in a new book from the National Defense University, Impunity: Countering Illicit Power in War and Transition. This book is a collection of case studies and related teaching materials that are a good read for students of governance programming, those with regional focus, and others interested in the topic. In his chapter, A Granular Approach to Combating Corruption and Illicit Power Structures, Scott Carlson describes ways to combat corruption and impunity utilizing new approaches to transparency and accountability. The chapter provides a blend of policy, practice, and analysis about how assistance providers can be more innovative and effective in their programming. Teaching materials will be forthcoming
