Building on the study visit to the U.S. in February, New-Rule worked with PartnersGlobal and NULAI to design a follow-up technical exchange in Abuja in May 2019. During this exchange, a U.S. delegation of pre-trial and clinical legal education experts and graduate students worked with their Nigerian colleagues at the University of Abuja, Nile University, and Baze University, on a series of activities exploring how to forge strong clinical legal education programs focusing of pre-trial detention. At the end of the exchange, the various stakeholders identified a number of areas for ongoing collaboration. In particular, current reform efforts around the Administration of Criminal Justice Act (ACJA) have sparked growing interest among stakeholders in the establishment of screening and supervision/pre-trial services throughout Nigeria, advancing the broader goal of reducing pre-trial detention in Kuje Prison and other detention facilities.
