Matthew Murray has more than 25 years of experience as an international lawyer and anti-corruption expert. His work focuses on governance, risk management, rule of law, and national security. Currently, Mr. Murray serves as an International Member of the Joint Independent Monitoring and Evaluation Committee of Afghanistan (MEC). He helps lead the MEC to conduct assessments of corruption risk at Afghan government ministries and reports to the President and donor community on the results. Prior to his appointment to the MEC, Matthew Murray completed a second assignment for the Obama Administration — as a Senior Advisor on Governance and Rule of Law at the Center of Excellence on Democracy, Human Rights and Governance at USAID. As a Senior Advisor at USAID, Mr. Murray played a lead role in developing the Agency’s cross-sectoral strategy for fighting corruption in high-risk countries and regions and helped research, write, and update guidelines for practitioners in the field. From 2012-2015, Mr. Murray served the Obama Administration as Deputy Assistant Secretary for Europe, the Middle East, and Africa at the U.S. Department of Commerce. Mr. Murray led Department efforts to apply commercial diplomacy, strengthen the rule of law, and build mutual prosperity with 117 countries in the EMEA region. Before joining government, he worked as a lawyer for Baker & McKenzie and served as a Corruption Risk Manager. Mr. Murray also has academic pursuits, which include writing, teaching, speeches, and testimony on the importance of voluntarily adopting best practices of ethics, corporate governance, and social responsibility. In 2011, he was invited by the Brookings Institution to help launch the World Forum on Governance and to co-write a research paper, Freedom from Official Corruption as a Human Right, published in 2015 Mr. Murray holds a J.D. and M.I.A. from Columbia University Law School and a B.A. from Tufts University.
